The fee that applies once the warehouse has already acted
The dated parcel policy describes a cancellation handling charge after packing and quotation. Its absence at an earlier stage does not establish that every cancellation or order change is free. Check the actual parcel status, any completed work and the current account charge before confirming. The condition is specific
It applies where the parcel has already been formally submitted and the warehouse has completed actual packing and quotation, and the user then requests cancellation. Before that work happens, this clause has nothing to attach to.
A manual handling fee of CNY 20
The policy names the amount and the reason in the same sentence: it is handling, not a penalty, and it covers work that has already been performed rather than an opportunity cost.
It is not
The wording is unambiguous. This fee is non-refundable, with no proceeding-anyway clause of the kind that makes the rehearsal fee recoverable.
What does come back
Except for the CNY 20, the remaining eligible paid fees are refunded to the payment account according to the platform rules. Eligible is doing work in that sentence, and the platform rules decide what it covers.
Two fees of CNY 20 that are not the same fee
The figure is identical and the policy is the same page, which makes them easy to read as one charge. They behave in opposite ways.
The rehearsal fee can be earned back
deductiblePaid up front for a simulated pack and an estimate, and fully deductible from the final actual shipping fee if the same parcel then goes through the formal process. Proceeding is what recovers it.
The handling fee cannot
spentCharged precisely because the parcel is not proceeding. There is no shipping bill left for it to come off, which is the whole reason it exists as a separate line rather than a deduction.
Dated notices, with one that belongs squarely on this page

Three things to check before asking to cancel
None of these changes the fee. All three change what the cancellation actually leaves you with, and two of them keep running whether or not anybody answers your ticket.
